Hanging when calculating crafting plan 21.1

Short description:

Attempting to create a craft in the terminal doesn't work and is stuck on the Calculating crafting plan... screen.

Steps to reproduce the problem:

I build a minimal system

Expected behaviour:

It should work like previous versions.
