FBNeo core: cheat files never load ("no cheat file loaded") despite correct placement, on v6.14.0

Cheat files (.cht) never load for FBNeo/arcade content. the in-game cheats menu always shows no cheat file loaded
the cheat file is correctly placed, correctly named, and correctly formatted. Cheats work fine on every other core I've tested. this appears to be isolated to FBNeo.

Sept to replicate.
Snk vs Capcom: SVC chaos.
Roms/Arcade (FBN)/svc.zip
Cheats/FBN/svc.zip.cht or Cheats/FBN/svc.cht

Verified cheat file syntax matches other working .cht examples from libretro-database
Verified folder tag FBN matches the Roms folder tag Arcade (FBN)
Verified crc32

Same operation for xmvsf

Opening cheats in the options menu shows "no cheat file loaded"

Ps: I've tried both scraping from both scraper PAKs and manually populated the cheat folder with the libreto cheats database. Everything i try leads to the same result.

I can reproduce the issue.
Looking in the logs, I can see that the file is actually seen and being read, but bumps into a parsing error:

libretro-database ships FBNeo cheats in RetroArch's new cheat format, all other cheats remain the same, which explains why you don't have this issue with other cores.

cheats = "10" is quoted and at the end of the file. parse_count() (ma_cheats.c:16) is a single fscanf(file, " cheats = %lu\n", ...) at offset 0, so it reads 0 and aborts.

@indigo206888 you can temporarily fix this and verify by moving

cheats = "10"

at the top of the file and changing it to

cheats = 10

That will fix the reading of the cheats, but the actual cheats do not seem to work. This looks like a bug / missing feature to me. I'll see if I can add support for the new format.
