Stange normalization for HP:0011097

I see that it has Related Synonyms: West syndrome
and the description also states:

Infantile spasms represent a specific type of seizure seen in an epilepsy syndrome of infancy and childhood known as West Syndrome. West Syndrome is characterized by infantile spasms, developmental regression, and hypsarrhythmia (as demonstrated by electroencephalography).

I am not sure it should normalize to MONDO:0018097 (West Syndrome) but instead be West Syndrome -> has_phenotype -> HP:0011097

I see it here, just not sure I understand this one.
