Some of the PLEPs have been based on [Astropy Proposals for Enhancement (APEs)](https://github.com/astropy/astropy-APEs), and we should add in the license for this repository. However, this will need to wait until after https://github.com/astropy/astropy-APEs/pull/27 has been accepted (after being approved by the authors of the APEs that have been written already).
