Vendor the official CMS130 (colorectal cancer screening) and CMS165 (controlling high blood pressure) QI-Core artifacts through the credentialed vendoring workflow, commit the resulting bundle and manifest, and add both measures to the MADiE gate (test:official-cases).
This follows the same pattern used to onboard CMS138 in PR #366. Scope is onboarding only — vendoring, gating, and doc updates. No routing change is included; WORKWELL_OFFICIAL_MEASURES stays as-is.
