[FEAT-UI]: Improve Error handling on Hydrograph to alert user why the run failed

Currently the errors when running a hydrograph are very generic and the user would not know how to resolve them to get a clean run. We should make the error message specific for basic errors like when the hydrograph needs:

• h5 data attached to reaches
• noaa stations attached to reaches
