[FEAT-UI/API]: Create functionality to delete NOAA station -> reach relationship

Need to give the user a way to remove noaa -> reach connection.

Implement the same UI that we did in the reaches -> savepoints so users can delete:

Also implement API sql changes to ensure db is updated as well.
