Goal
Move user-facing strings to WPF resources and establish one sample translation.
Acceptance criteria
- Keep security wording precise and reviewable.
- Support layout expansion and right-to-left testing.
- Do not place secrets or runtime profile data in resource/logging paths.
- Document the translation workflow in
CONTRIBUTING.md.
