Enable automatic dependency updates

What

It would be nice to automatically get PRs with updates to dependencies.
This would allows us to automatically test new changes and make sure no extra work is needed for releases.

There is a bot that raises these PRs but it has to be enabled. e.g. http://github.com/eclipse-score/logging/pull/167

Acceptance Criteria (DoD)

• Bazel lock file workflow added (see [bzlmod-lock-check.yml]https://github.com/eclipse-score/cicd-workflows/blob/main/.github/workflows/bzlmod-lock-check.yml)
• lifecycle repo added to list of repos in https://github.com/eclipse-score/cicd-workflows/blob/main/.github/renovate.json5
