Proposal: Add omcipcap to the tools list

Hi all,

I'd like to add omcipcap, an open-source OMCI PCAP analysis tool, to the GPON tools list.

Key features include:

• Analyze OMCI packets from .pcap and .pcapng files
• Detect provisioning failures, OMCI error responses, and request/response RTT
• Compare MIB snapshots (diff), including vendor-specific Managed Entity (ME) identification
• Analyze VLAN configuration (ME 171: Extended VLAN Tagging Operation Configuration Data)
• Generate topology graphs from OMCI MIB data
• Visualize T-CONT → GEM Port → Priority Queue relationships
