Update oboe library

What is the current behaviour and why should it be changed?

Describe possible approaches

The current oboe library is outdated. It makes sense to check if we can update it. Then the android build must be tested of course.

Has this feature been discussed and generally agreed?

Update oboe to the latest release (https://github.com/google/oboe/releases/tag/1.10.0)

We'd need an impact analysis vs the version we use now, dependencies and supported Android versions.

Personally, I'd be in favour of losing older Android support if it meant better support for modern devices (most of mine are Android 10 or older).
