CI: All checks green (Update ms.date, Hubs (manual), lint, unit tests). No conflicts. mergeable: MERGEABLE.
Review threads: 0 unresolved. Every comment from RolandKrummenacher (8 threads) and flanakin (multiple rounds, incl. the 06-21 "skill anti-pattern" concern and the 08-02 follow-up suggestions) has been addressed and resolved.
Blocker: reviewDecision: CHANGES_REQUESTED, driven solely by flanakin's original 06-21 review. That concern (remove the ftklocal agent skill; move deterministic logic into the PS module) was resolved same-day — confirmed the skill no longer exists in the tree, replaced by Initialize-FinOpsHubLocal. However, flanakin's later reviews were COMMENTED, not APPROVE, so GitHub does not clear his stale CHANGES_REQUESTED automatically.
RolandKrummenacher approved 2026-08-03 after his 8 threads were resolved.

No further code changes are needed. Nothing is currently actionable by the agent:

- No conflicts.
