fix: bumped react-use to update js-cookie

Overview

Current react-use in gamut was set at "^15.3.8" - which had a security vulnerability for it's use of js-cookie 2.2.1
Bumping react-use to 17.6.1 updates past this vulnerability to js-cookie 3.0.7
