Please review current head b9801a6. This is a documentation-contract synchronization after PR #72 and #74 were merged; it deliberately keeps downstream per-RP authorization as deployment-restricted until issuer/audience/tenant/ABAC/RBAC evidence exists.

Follow-up commit 2550e5a refreshes ADR-0008 to the immutable SDP audit head 46b9fdb. The documentation contract still passes; please review the current head.
