Lines 31 and 37 still said untagged replies in any thread Sam had posted in are always processed — the pre-#223 behavior. The runtime now admits an untagged thread reply only within the steering window of live work. Bring the capability prose in line so doctrine and runtime agree.

Consistency fix caught during the full prompt pass. #223 changed the runtime so an untagged thread reply wakes Sam only within the steering window of live work, and updated the 'Reactive replies' bullet — but two earlier paragraphs in
slack.md("What triggers Sam", "Multi-channel routing") still said replies in any thread Sam had posted in are always processed. That's the pre-#223 behavior. This brings the prose in line so doctrine and runtime agree.Eval suite 47 pass. Tier 2 (capability), one concept.
