Consistency fix caught during the full prompt pass. #223 changed the runtime so an untagged thread reply wakes Sam only within the steering window of live work, and updated the 'Reactive replies' bullet — but two earlier paragraphs in slack.md ("What triggers Sam", "Multi-channel routing") still said replies in any thread Sam had posted in are always processed. That's the pre-#223 behavior. This brings the prose in line so doctrine and runtime agree.

Eval suite 47 pass. Tier 2 (capability), one concept.

the capability prose in line so doctrine and runtime agree.
