Add a comprehensive handoff note for the current DSV4 ROCm ATOM integration checkpoint, including runnable launch settings, accuracy/perf baselines, known invalid fast paths, active top-k/CSA-translate reuse experiment, KV/workspace context, validation gates, profiler flags, and next priorities.
