Instead of "requiring Terms of Use because it isn't supported" we could say "requiring per-device Terms of Use (not to be confused with the standard Terms of Use Set Up Microsoft Entra Terms of Use with Conditional Access - Microsoft Entra ID | Microsoft Learn) because it isn't supported. See Per-device terms of use.

Pull request overview
Updates the Windows Autopilot “Device-based Conditional Access policies” known issue wording to clarify that the unsupported scenario is per-device Terms of Use, and to reduce confusion with standard Terms of Use guidance.
Changes:
- Rewords the known-issue entry to explicitly call out per-device Terms of Use vs. standard Terms of Use.
- Adds references intended to point readers to the correct Terms of Use documentation.
