Quarantines the unrelated-history upstream sync as manual read-only evidence, removes inherited CLA and Claude automation that cannot operate in this fork, documents the maintained-patch lifecycle, and makes Cockpit tests deterministic without breaking the shared hook mock contract. Verified with actionlint, frozen install, Biome, 159 claw-app tests, generated GraphQL bootstrap, and full typecheck.
