Add "Shipping a pricing change" handbook page

Changes

Adds a new handbook page, Shipping a pricing change (/handbook/growth/shipping-a-pricing-change), documenting the end-to-end process for changing a product's pricing:

• RFC: what to analyze (competitor modeling, revenue changes, unit economics, at-risk revenue), how to write it, who reviews it
• Implementation: the billing kickoff via the billing-pricing-changes skill, the migration/launch date, and building the grandfathering spreadsheet
• Notifying managed accounts (via TAMs/AEs/CSMs) and non-managed accounts (workflow email with a static cohort)
• Marketing: docs/blog price sweep, pricing calculator check, and paid ads
• Launch-day and after-launch checklists

Also adds the page to the handbook sidebar under Growth, right after "Pricing principles" (src/navs/index.js).

Internal-only resources (Slack channels, private repos, the example spreadsheet, skill store) use <PrivateLink>.
