Adds a short note to the onboarding handbook page clarifying that accounts and access (including the GitHub organization invitation) are created at or close to the start date, not earlier, because SOC 2 controls only allow granting access to active team members and service providers.
New joiners with a start date further out sometimes ask why they have not received a GitHub invitation yet. This documents the reason in the handbook so the answer is self-serve.
