P1 Badge Pin QuantPlatformKit to the canonical QPK_PIN SHA

This updates the dependency to 230854059c11..., but the QuantPlatformKit revision being used by the CI pin guard carries QPK_PIN=de9f193eb9d0...; the Check QPK pin consistency step in .github/workflows/ci.yml checks these dependency files against external/QuantPlatformKit/QPK_PIN, so this change will be rejected as a mismatch until pyproject.toml, qsl.toml, and uv.lock are aligned to the QPK_PIN target rather than this intermediate commit.
