Closes RevoraOrg#723 Extend the existing Stryker mutation testing configuration to cover distributionEngine, revenueReconciliationService, and payoutDriftDetector. Add a dedicated CI workflow, document baseline mutation scores, and stabilize existing tests required for deterministic mutation runs. Baseline scores: distributionEngine: 40.39% revenueReconciliationService: 54.12% payoutDriftDetector: 34.92% Combined: 42.04% Test infrastructure improvements: - Added @stryker-mutator/core and @stryker-mutator/jest-runner - Extended stryker.config.json mutate array (append only) - Extended jest.stryker.config.js testMatch (append only) - Stabilized payoutDriftDetector test assertions for sandbox - Fixed timing-sensitive webhookAuth clock skew test with jest.useFakeTimers - Added .github/workflows/stryker.yml (PR-only, path-filtered, concurrency 2) - Documented baseline in docs/stryker-payout-modules.md
