test of local caching with vcpkg

This should present a fully local setup of vcpkg

uses local cache for assets now so should be able to produce an offline build with vcpkg. Only a couple of libraries left that are too big, and the vcpkg repo itself has files that are blocked from the repo. We could get around both issues by utilizing a submodule
also some required changes to filedialog.cpp to use the updated nfde commented and documented
macosx 26 issue with size_t
Math_C required a fix as it was writing to the r[2] twice

GBitmap needed a proper interface to work with multiple faces (eg cubemaps) This needed to expand to the possibility of arrays and also 3d textures.

The original gbitmap was also failing to extrude mips for cubemaps, it was doing it on the first face and rewriting the flat buffer to skip out on each faces mip map.
macos size_t "fix"
it seems the math aint mathing, the isa intrinsic functions are reporting to be slower than the straight up scalar math, especially over iterations, this seems to be due to the load and store steps we have to do, only function that consistently reports as faster is the transform_plane
