Manifest-only change that swaps the XOrder module source/version for installs; no application code changes, but QA deploys will run a different module build.

Overview
Updates backend/packages.json so VirtoCommerce.XOrder is pulled from the AzureBlob prerelease feed as VirtoCommerce.XOrder_3.1009.0.zip, instead of being listed under GithubReleases at 3.1008.0.

This aligns the QA backend manifest with the automated vc-module-x-order update (PR build on Azure). Remaining diff is JSON whitespace/formatting only.
