ci: cancel superseded runs on new pushes - #4

Adds concurrency cancel-in-progress, matching the pattern already used in AQWUM-Core/Website/APP, QUD, and Wider-Community-Platform. Without it, force-pushes and rapid commits to the same branch let stale runs finish instead of getting cancelled, wasting CI minutes.
