The APIs that the heatmap layer is based on have been deprecated for an extended time and Google Maps has removed them.

These changes turn the map-heatmap-layer into a no-op and log an error message so that users know what is happening.

This change was added to main (22.x.x) in #33208 by @crisbeto, but is also needed in 21.x.x for those who also use e.g. @ngrx and for now are stuck in 21.x.x. Upgrading in 21.x.x has gotten stuck between critical vulnerabilities and errors concerning this deprecated heatmap layer.
