Adds a bounded dev CI failure fixer automation. It watches failed Deploy runs on dev, skips if a ci-fixer PR is open or one was created in the last 8 hours, uses an 8-hour Actions cache marker before invoking opencode, and opens a PR only when the agent makes allowed repository changes.
