Adds the bounded-systems Claude harness baseline to
.claude/: a SessionStart hook that injects the org canonical context (claude/context.mdin.github-private, fails open), plus anenvbaseline — subagent model → haiku, autocompact at 75%, telemetry switch on (inert until an OTEL endpoint is set out-of-band).
