feat: add solutioning-facilitator to agent workflows

Adds the "solutioning-facilitator" workflow to the Agent Chat by granting PM, DESIGNER, QA, and DEVELOPER roles access, and including a comprehensive description for multi-role live solutioning. Tested with pnpm check-types && pnpm test && pnpm validate:skills && pnpm run lint:next which all passed.
