Runs changeset version on latest develop to prepare the 0.4.10 release:

• Bumps @offckb/cli 0.4.9 → 0.4.10
• Consumes the three pending changesets (fix(status): enable Terminal RPC module and TCP streaming for devnet #464 status/devnet template fix, fix: rename mainnet-fork override flag and apply leftover 0.4.9 review fixes #466 mainnet-fork flag rename + 0.4.9 review leftovers, fix(devnet): offer Terminal module in config editor and migrate legacy ckb.toml #468 config editor + legacy ckb.toml migration) into CHANGELOG.md

After this merges, pnpm release (changeset publish) will publish 0.4.10.
