Document parallel bug flighting plan and current blockers - #528

Capture the halted /parallel-plan analysis as a resumable document: the 13-lane flighting of the 69 open bugs, the three-flight ordering rationale, cross-lane couplings, and the four infrastructure gaps that prevent the parallel orchestration surface from producing a valid run. Includes an unblock checklist, a resume procedure, and the epic-based fallback path for Lane A.
