Introduce watchdog into ProcessGroupManager [1/N]: Move watchdog sources

This is part 1 of a number of PRs, to move the watchdog ownership to ProcessGroupManager.

This PR is purely a relocation of source files, and updates to BUILD files to reflect the new layout. I have performed the following steps:

1. Move files from alive_monitor/details/watchdog/* to score/launch_manager/src/daemon/src/watchdog/, split public vs private interfaces:
   • Public (watchdog/): IWatchdogIf.hpp, IDeviceConfigFactory.hpp.
   • Private (watchdog/details/): WatchdogImpl.{hpp,cpp}, DeviceIf.{hpp,cpp}, Watchdog.hpp.
2. Add BUILD files:
   • new watchdog/BUILD and watchdog/details/BUILD files.
   • Update strip_include_prefix to the new path
   • preserve include_prefix so #include lines in consumers do not change (We will update the include paths in a separate PR).
   • widen visibility of timers/BUILD to include watchdog:__subpackages__)
3. Fix consumer BUILD labels
