Summary

This PR addresses #6937 with the following changes:

  • deploy-manage/choose-and-switch-spaces.md: Adds an individual-focused page for switching spaces, explains login behavior across deployment types, and documents the self-managed remembered-space behavior and preference.
  • deploy-manage/manage-spaces.md: Keeps the administrative page focused, clarifies which permissions are required to manage spaces, and links individual users to the new child page.
  • deploy-manage/toc.yml: Adds the new page beneath Spaces.

The remembered-space behavior is scoped to self-managed deployments. I could not reproduce it on ECH or Serverless, and cloud-ui has no counterpart to the Kibana implementation. @eokoneyo can you confirm whether support for other deployment types is planned separately?

Follow-up

@elastic/admin-docs This destination for the new page is a bit by default for now...
I created #7421 to track the later consolidation of Kibana personal-preference documentation.
