Resolve https://github.com/expo/eas-cli/security/dependabot/200 by updating the vulnerable jws transitive dependency in the root lockfile.

How

Updated the root Yarn lockfile entry for jws@^4.0.0 from 4.0.0 to 4.0.1.

Added a changelog entry for the lockfile dependency bump.
