Adds a reference to the OpenChainBench Mode RPC benchmark at the bottom of
tools/rpc.md.OpenChainBench is an independent, open-source latency and reliability benchmark for public RPC endpoints. It probes providers every 60 seconds from three regions, reports p50/p90/p99 latency and success rate, and publishes results under CC BY 4.0. The harness is public on GitHub.
The section is titled "Independent Benchmark" and placed after the last provider entry so it doesn't disturb the existing listing structure.
