…rivet#693, ordeal#67) Files the rivet-side requirement for the FEAT-011 certificate-as-evidence spine: (1) an `ordeal-certificate` evidence artifact type rivet validate can treat as a verification link, and (2) a `--certify` hook on `rivet release check --variant` / `variant solve`. Blocked-by ordeal#67 (SAT front-end + certificate serialization); part (1) schema is co-designable now. The uncertified baseline shipped as REQ-254 in v0.26.0. Refs: REQ-255, REQ-254, FEAT-001
