Some dashboards/automation flows cannot reach the climate entity's fan_mode. This adds a dedicated FanEntity exposing fan speed (percentage + preset modes) for Panasonic indoor units, kept in sync with the climate fan_mode via the shared coordinator.
Verification: compile-only (no HA test harness in this repo).
