Summary

/app-refs-ops audit: Kotlin (#648) and .NET (#649) engine loaders are not enough for App-Refs no-sidecar DoD. Traverse still lacks a published Spec 071 orchestrator runtime/runtime.wasm for native packages (v0.8.0 real bundle execution is Rust + Web only).

  • Project 2: #115/#116 returned to Blocked
  • Updated AGENTS.md + README.md blocked summaries
  • #114 remains Blocked (Swift #647 + same artifact gap)

  • Traverse 071-native-runtime-wasm-bridge
  • Traverse 068-public-platform-embedder-packages
  • docs/embedded-runtime-plan.md
