Details: * In order to simplify the maintenance work on dependent package versions, the indirect dependencies in requirements-develop.txt have been removed, and their corresponding minimum version definitions have been moved into the common section of minimum-constraints-develop.txt Signed-off-by: Andreas Maier <maiera@de.ibm.com>
